Public Records Received About the Use of Sulfuryl Floride in California

Our original request was:

Pursuant to the California Public Records Act, Gov. Code § 7920.000 et seq., I request the following statewide records from January 1, 2023 to the present (Aug 27, 2025) regarding sulfuryl fluoride(SO₂F₂; e.g., Vikane, Zythor):

A) Pesticide Use Reporting (PUR) data extracts in machine-readable format (CSV/Excel), including—where available—the following fields:

  • County, date (application/report), site/facility or field identifiersite address or coordinates (if collected), crop/commodity or structural/non-ag designation, target pest;

  • Applicator company name and license number; Operator/permittee/facility name;

  • Product name, EPA Registration No., DPR product/registration code;

  • Amount applied and units; application method; permit/NOI number or equivalent; any available GIS fields;

  • Any confidentiality flags and DPR’s legal basis for redaction (if asserted).

  • Please include the data dictionary and field definitions, and note whether structural pest controluses are included and how they are coded.

B) Permits and Notices of Intent (NOIs) (or electronic permit/NOI data) authorizing sulfuryl fluoride fumigations, including fields for: permit/NOI number, county, date, location (address/coords), site/commodity or structure type, operator/facility nameapplicator company, product/EPA Reg. No., and authorized amounts.

C) Variances, exemptions, or special local needs authorizations relating to sulfuryl fluoride, including any conditions tied to specific companies/facilities/locations.

D) Enforcement/inspection/complaint/incident records in which sulfuryl fluoride is the subject, where any company, applicator, operator, or site/location is identified—e.g., inspection reports, Notices of Violation/Non-Compliance, case closures, settlement documents, complaint logs, and incident summaries (including any fire, cylinder failure, or off-gassing events, if recorded).

E) DPR communications (email + attachments) with County Agricultural Commissioners and other agencies that reference sulfuryl fluoride uses at identifiable facilities or locations, including data exchanges or summaries identifying companies/applicators/operators.

Production & format. Please produce on a rolling basis in electronic, machine-readable formats(CSV/Excel/GeoJSON/Shapefile/PDF as applicable). If any records are withheld, please state the specific exemption(s)and release all segregable portions. For any redactions of names/addresses, please explain the legal basis and provide a version with unique IDs so records remain analytically usable.

Fees and assistance. Please waive fees due to public interest. If fees are unavoidable, provide an estimate before proceeding. If clarifications would expedite your search or narrow scope, please contact me—DPR’s duty to assist (Gov. Code § 7922.500) applies.

I understand DPR may also rely on county-level records; to the extent DPR hosts or aggregates those data (including structural pest control reporting, if applicable), please include them, or direct me to the appropriate systems/fields so I can tailor a follow-up.
